Re-trigger expired reports

If an approval sits untouched past its window, it expires so stale drafts don’t clutter your queue. Expired reports aren’t gone — you can bring them back.

• Open an Expired report and click Re-trigger.
• Qalibr generates a fresh approval window and re-posts the approval card to the original Slack thread.
• The same report returns to Review. No duplicate is created.
